As of May 29, 2025, the UK government has removed the requirement for planning permission to install a heat pump within one metre of a neighbour’s property. This change aims to simplify the installation process and encourage wider adoption of low-carbon heating solutions. By easing these regulations, the government hopes to help more households transition away from gas boilers, supporting its broader net-zero emissions targets.
Under the Warm Homes Plan, households can now install larger air source heat pumps and up to two units on detached homes without planning approval. This is particularly beneficial for residents of flats, terraced homes, or properties with limited outdoor space.
To further support adoption, the Boiler Upgrade Scheme offers grants of up to £7,500 towards installation costs. Despite these incentives, uptake has been slower than anticipated, with fewer than half the targeted installations met by the end of 2023.
